Tamil Nadu - Literacy Percentage!

This is a very interesting map - I spent 10 minutes taking a look at this map. I had to derive lot of things from this map. i had so many questions in my mind popping up?

Let me list out some of them here. I would like to answer those questions in one of the forthcoming articles as well.

1. I could not derive anything for the (good) cause of the high literacy rate of Tuticorin, Nilgiris. Kanyakumari and Nilgiris district is literate may because it is near Kerala, but we need to find the reason behind tuticorin, which is a good thing and we need to apply in other districts?

2. Why would there be a differentiation in literacy rate, when the government plans apply a same plan all across tamil nadu.

3. Why Chennai is not highest in literacy percentage? I am happy that atleast it is in secondary stage!

4. Is this differentiation because of politics or is it because of people? Probably because of people response towards the government plans.

5. Why there is backwardness in some of the places of tamilnadu?

Note: Tamil Nadu State's districts are listed in the map - Tiruvallur, Chennai, Vellore, Kancheepuram, Dharmapuri, Tiruvannamalai, Villupuram, Salem, Nilgiris, Erode, Namakkal, Perambalur, Ariyalur, Tiruvarur, Tiruchirappalli(trichy), Karur, Coimbatore, Thanjavur, Nagapattinam, Dindigul, Pudukkottai, Theni, Chennai, Sivagangai(Sivaganga), Virudhunagar, Ramanathapuram, Tirunelveli, Tuticorin(Thoothukkudi) and Kanyakumari.
